For many months now, CCC has been developing and testing a new, dynamic, database-supported website, which now resides at www.ncompliance.com, while at the same time maintaining this website, which is now our legacy website (www.ncompliancelegacy.com). Development of the new website was essential to allow CCC to provide dedicated sections of its website to more than 50 new clients accumulated since publication of the Final 403(b) Regulations on July 23, 2007. We chose completion of the Plan Document System on the new website as the appropriate time to migrate from the legacy website, even though considerable work remains to be done. Specifically, we will be working with Vendors through the end of calendar year 2008 to incorporate updated Vendor information into the new website. Moreover, 457(b) Deferred Compensation Plan (DCP) information remains only on this legacy website, but those CCC clients for which we are managing their 457(b) Plans may continue to refer to this legacy website until the full migration has been accomplished.

We are very proud of our new website, especially the Plan Document System and the Content Management System (CMS), which allows Client Employers and Vendors to manage the content of their own sections of the website. We hope you share our enthusiasm and will create links form your own websites to your dedicated sections of the CCC website. Doing so will provide everything your employees need to know about their 403(b) Program.

403(b) Salary Reduction Agreement

457(b) Salary Reduction Agreement
Basically, the enrollment steps are similar for the 403(b) programn, the 457(b) plan, or both. However, currently the District does not require submission of a District 457(b) Salary Reduction Agreement. Only a 457(b) Vendor Plan and Agreement document is required. Separate agreements of the appropriate types are required if you participate in both programs. At the present time the Oregon Savings Growth Plan (OSGP) is the only vendor for the 457(b) Plan and its enrollment form is available online at the above link.

The 403(b) Salary Reduction Agreement link above leads to a document that may be completed online, printed, signed, and turned in to the Payroll Office. The OSGP 457(b) link above may be completed online, printed, signed, and delivered to the Oregon Savings Growth Plan.

When Are They Required?

Beginning 403(b) Contributions
If you want to begin making 403(b) contributions for the first time, then you must complete an application for a contract with the new 403(b) vendor, make a copy of that application, and attach the copy to your new 403(b) Salary Reduction Agreement. Adding A New 403(b) Vendor
If you want to begin making contributions to a new 403(b) vendor, then you must complete an application for a contract with the new vendor, make a copy of that application, and attach the copy to your new 403(b) Salary Reduction Agreement. See enrollment procedures for additional details.

Changing 403(b) Amount Or Vendor
If you already have a 403(b) Salary Reduction Agreement in effect and you want to do any one or more of the following, then you must submit a new 403(b) Salary Reduction Agreement to the Payroll Office:

  • Change Your Total Monthly Contribution Amount
  • Change the Distribution of Your Total Among Current Vendors
  • Discontinue Contributions to One or More Current Vendors
  • Begin Making Contributions to a New Vendor
  • Cancel Your Contributions Entirely
